Senior Corporal / Detective Moncibais was a member of the Dallas Police Department for Fifty-Four (54) years. S.C. Moncibais is the second most senior Dallas Police Officer in the department's history, which was founded in 1881. He retired from the department on February 10, 2026.
Senior Corporal /Detective Moncibais had previously been assigned to the Narcotics Division for ten (10) years. S.C. Moncibais has had the privilege of being assigned to a variety of department specialties and sections throughout the years. Among the list of assignments are Southeast, North Central, Northwest, and Northeast Patrol Operation Divisions, Identification, Southeast Investigative Unit, Crimes against Persons, Crimes against Property, and the Polygraph Unit.
In his patrol experience, he has been a Field Training Officer and trained many rookies. He is a L.E.T.S. trained officer, a Polygraph Examiner, a Drug Recognition Officer, an Intoxilizer, a “Kids and Cops” Recipient, an Investigative Hypnotist, and a TCLOSE instructor.
Detective Moncibais has been awarded many citations and medals throughout his career. He has been awarded the Life Saving Bar, 25-year Perfect Attendance bar, 45-year Safe Driving bar, 7 Marksmanship bars, and a Meritorious Conduct Bar.
Detective Moncibais has over 10,000 hours of in-service and specialized police training, besides the initial Dallas Police Academy training
