Chief Barrow joins Sierra Delta, LLC. after a distinguished 50-year security career in both public and private service. The most recent 30 years, he served as a Police Chief in three Texas cities and as a contracted Interim Chief of Police in (8) eight others. In addition, while consulting with the United States Department of Defense and Department of Justice, has helped numerous federal government agencies, private corporations and cities alike by designing and implementing programs and policies for drug-demand reduction, counter-terror preparedness, leadership development, labor/management relations and improved management practices.
Chief Barrow began his career in Beaumont, Texas in 1970, where he was trained in forensics, crime scene identification, fingerprinting techniques, photography, fraud, crimes against persons and sensitive narcotics undercovers investigations. He participated and was lead investigator in a multitude of international & state-wide narcotics investigations, serial murder investigations. He has been qualified as an expert witness in both state and federal courts. Rapidly promoted in a state civil service environment and before ending his service in Beaumont, Chief Barrow commanded the Special Crimes Division of the Beaumont Police Department. Uniquely, Chief Barrow has negotiated contracts for both labor and management.
Chief Barrow received his Bachelor of Science Degree from Lamar University, his Master of Science Degree from Sam Houston State University, is a graduate of the Command and Management College, University of Louisville, (SPI), the Law Enforcement Management Institute and both attended, lectured and instructed in numerous other leadership, management and organizational workshops. During his career, Chief Barrow has been an adjunct professor of Criminal Justice in both undergraduate and graduate programs at the University of Texas San Antonio, Dallas Baptist University and a guest lecturer at a wide variety of academic and professional settings.
As a faculty member of the National Interagency Counter-Drug Institute, San Luis Obispo, CA, Chief Barrow wrote curricula and instructed members of the Armed Forces, law enforcement and private citizens in areas of community coalition design, effective leadership, team-building and governmental relations. He has published articles on police officer training, investigations, counter-terror issues and authored “The Complete Guide for Vulnerability and Threat Assessment for Small Businesses,” published by the Oklahoma State Chamber of Commerce during his time as CEO of Secure Response, LLC. a private security company that addressed business vulnerability and continuation planning.
During his career, Chief Barrow has received numerous awards from both private industry and governmental organizations for his leadership and was recognized by both President Bush, Senator Graham, and others for his innovative community initiatives. He was the 2001 recipient of the FBI Director Mueller’s award as Special Friend of the FBI. Most recently, Chief Barrow’s experience as a “Problem Solver” for police agencies and local governments has enabled him to deal effectively and successfully with labor/management issues and sensitive investigations involving a wide variety of topics.
